To be eligible for special education services in New York State, a child must have a disability that affects their ability to learn. In the Central Valley School District, a 3-year-old must be identified as a preschool student with a disability if the CPSE identifies that the child has a disability for mental, physical, or emotional reasons.

Information on those classifications is available here.The goal of special education programs and services is to ensure that students with disabilities receive appropriate and equal opportunities for educational growth. To achieve this goal, the Central Valley School District works with the Cayuga County Health Department to provide programs and services for children ages 3 to 5 who qualify based on the preschool special education commitment. All students with disabilities who require special education services have individualized education programs (IEPs). The IEP recommendations are designed to help students with disabilities develop their full potential.

The Special Education Committee seeks to recommend special education programs across the range of services, starting with the least restrictive environment (LRE) and working their way down as needed. Whenever possible, this team is expected to review the child before referring him to the Special Education Committee. In addition, it is recommended that all first-year or senior high school students receiving services through special education or 504 plans apply to participate in the Vocational Rehabilitation Program and Continuing Education Services Program for adults. The Department of Special Education works year-round to meet the needs of students identified with an educational disability and who are supported by an Individualized Education Plan (IEP).
