Understanding Special Education Services for Children in Central New York: A Guide for Parents and Guardians

As a parent or guardian of a child with special needs, it can be difficult to understand the resources available to help them receive the best education possible. In Central New York, there are many options available to access the special education services their children need. The Family Guide to Special Education Services for school-age children was created by the New York City Department of Education to provide parents and guardians with information on how to access special education services. The Parent Information and Resource Center can also help parents and guardians learn about the Individuals with Disabilities Education Act (IDEA) and its requirements.

The Resource Repository contains many publications that explain IDEA requirements in detail. It is essential for parents and guardians to be aware of the special education process, their rights, and how to participate in their child's program. According to Section 300.346 (a) (of this section), the IEP team must include a statement in the child's IEP if, when considering the special factors described in paragraphs (a) (and (of this section), they determine that a child needs a particular device or service (including an intervention, adaptation, or other program modification) in order for them to receive the Free Appropriate Public Education (FAPE).The Program for Children with Special Health Needs (CYSHCN) is an effort to positively impact the lives of children and young people with special health care needs and their families by providing the resources needed to access appropriate services.
